The 2004 Index of Changes is Available

The 2004 edition of the Utah Administrative Rules Index of Changes (Index) is now available. The Index is one of the Division's official electronic publications. Utah Code Section 63-46a-10 requires the Division to "publish at least annually an index of all changes to the administrative code and the effective date of each change."

The 2004 Index includes entries for all permanent (substantive and nonsubstantive) and temporary (emergency) rule filings made effective from January 2, 2003, through January 1, 2004. Historical copies of the Index back to 1998 are also available online.

Changes to www.rules.utah.gov

The Division of Administrative Rules is making changes to its web site -- http://www.rules.utah.gov/. In the past, the Division has maintained a complete archive of rule publications including multiple formats of the same publication. Now, in anticipation of new charges for web hosting, the Division has decided to remove duplicate files, and files that are infrequently used.

These changes affect historical copies of the Utah State Bulletin and the Utah Administrative Code. In instances where multiple versions of the same Utah State Bulletin issue had been available before, now only one version will be available. In instances where the complete version of the code had been available for every monthly update, now only the January 1 complete code will be available with subsequent (smaller) monthly update files.

The Division will reevaluate the posting of information on its web site after a future review of several months of billing data. Please feel free to submit comments regarding these changes to the Division at rulesonline at utah.gov.

Federal E-Rulemaking Workshop

Dr. Stuart Shulman has posted the following announcement to the E-rulemaking ListServ:

There will be a series of half day workshops at the George Washington University June 2-4 for stakeholders in the federal government's regulatory rulemaking process. The focus of the meeting is electronic rulemaking (eRulemaking) and the practical and policy issues as the federal government moves toward a centralized Federal Docket Management System (FDMS). We are issuing a general call for participants willing to attend the specific half day session devoted to their constituency. There are six broadly defined constituencies: 1) larger businesses, 2) smaller businesses, 3) labor & environmental advocacy groups, 4) good government and public participation groups, 5) state & local government, and 6) the legal and lobbyist professions. A number of state agencies are directly, significantly impacted by federal rulemaking. This sounds like a good opportunity to let the feds know what a small western state thinks about E-Rulemaking and what the feds should consider to address our needs.

2004 Utah Administrative Code Available

The 2004 edition of the Utah Administrative Code Annotated (UACA) is now available from LexisNexis. Utah state agencies and political subdivisions may purchase the 10 volume UACA, or any one of the individual volumes, under purchase agreement PD934.

This year marks a significant change in the UACA's publication. Because of budget adjustments made during 2003, the Division no longer contracts for the production of a paper edition for any of its publications, including the UACA. The Division gratefully acknowledges the willingness of LexisNexis to continue producing the UACA.
